    CEDC/DDC Announce Plan for Baltimore Street Design

    CUMBERLAND, MD, August 20, 2018 – The Cumberland Economic Development Corporation (the “CEDC”) and the Downtown Development Commission (the “DDC”) are pleased to announce the hiring of Cochran Studio, Inc. (“Cochran”) to prepare a streetscape design plan and public art plan for the Baltimore Street Redevelopment Project (the “Project”).  The Project involves the introduction of a single lane of automobile and bicycle traffic along the current pedestrian mall, the replacement of aging underground infrastructure and utilities, and the installation of fiber optic cable.  The City hired the EADS Group, Inc. (“EADS”) in September, 2017 to serve as project engineers.  EADS has been aggressively working since that time to identify and map the existing infrastructure and prepare engineering drawings for the conversion of the pedestrian mall.  Cochran will complement EADS’ work by providing guidance to achieve a “look” and “feel” for Baltimore Street that accounts for its status as an important, historic and central social gathering place, and enhances its grace and beauty so as to ensure that it continues to be a welcoming community destination for a wide range of different experiences and purposes.

    William and Teresa Cochran are the principles of Cochran Studio, Inc.  William is an artist, designer and public art consultant.  Teresa is an award-winning facilitator and project manager with expertise in public participation and community engagement.  They have been partnering for twenty-five years with government, private, community-based and non-profit organizations to provide public art and placemaking services.  Cochran’s body of work includes the Hagerstown Cultural Trail, the Community Bridge along Carroll Creek in Frederick, MD and the Pillar of Fire in Washington, D.C.  Additional information regarding Cochran can be found at www.williamcochran.com.
